Lisle Blackbourn (1954-57) 17-31, .354
In four seasons with the Packers, Lisle Blackbourn never finished higher than third in the Western Conference. The 1955 season was the only year his team finished at .500, going 6-6. After finishing 3-9 in 1957, Blackbourn resigned. Four seasons, no playoff appearances and no winning seasons — that puts Blackbourn at No. 13 on our list. There’s not really much else to say about his completely nondescript Packers career.
